Consultation with the Office of the Child and Youth Advocate
There are two distinct streams of Consultation, which can be sought: the first is with the PEI Office of the Child and Youth Advocate and the second is with the Child and Youth Advisory Committee of the PEI Office of the Child and Youth Advocate. Both are important and one is not a substitute for the other.
All consultations requests are to be directed to the Child and Youth Advocate. Approval for consultations are at the discretion of the Child and Youth Advocate.
If you would like to engage privately and in confidence with the Office, our team is available to provide a child's rights perspective to collaborate with you on your work. It is the preference of the Office of the Child and Youth Advocate to engage directly in conversations with government departments at the Ministerial, Deputy Ministerial and Director levels. Consultation requests made to the Office of the Child and Youth Advocate through intermediaries as secondary sources may be considered by way of exception.
Consultation with the Child and Youth Advisory Committee of the PEI Office of the Child and Youth Advocate
Consultations engaging the Child and Youth Advisory Committee of the PEI Office of the Child and Youth Advocate will follow all best practices of safe space and informed consent. Departments, groups and organizations may request a direct consultation or engagement with the Child and Youth Advisory Committee of the PEI Office of the Child and Youth Advocate, by contacting the Office.
Pre-consultation for both Streams of Consultation
Pre-consultation processes include reasonable advance notice and appropriate business days, given the topic, scope, impact on children’s rights, and research volume, in order to review materials and ensure the Office of the Child and Youth Advocate in any configuration of employees and/or children and youth are able to prepare for meaningful consultation. In advance, the Office of the Child and Youth Advocate may request:
- Preparatory research and information e.g. backgrounder, handouts, power point presentation slides, etc.;
- Proposed timeline for the consultation, noting consultation may vary from one to multiple engagements in accordance with the needs of the topic;
- Format for the consultation;
- Identification of who will be present for the consultation;
- Biographies available publicaly or provided;
- Terms of reference for any oversite body of the topic, situating their role in any related larger process;
- Schedule and format for public consultations (as appropriate) on the same topic, enabling general public children and youth participation;
- Identification of who else is being specifically consulted;
- Proposed next steps of the information gathered from consultation, and how will it be stored, used, etc.
Pre-consultation specific to the Child and Youth Advisory Committee of the PEI Office of the Child and Youth Advocate includes necessary and reasonable time to ensure informed consent, topic relevance, and agreement to participate can be established.
Post-consultation for both Streams of Consultation
Following consultation, the Office of the Child and Youth Advocate may request:
- Opportunity to review reports, drafts, summaries, etc. of information created as a result of consultation;
- Prior approval and informed consent to make public reference to consultation engagement with the Office of the Child and Youth Advocate, including and not limited to any reference in the media, speeches, web content, press releases, any public forum, etc;
- Dual and prior consent is required from both the Child and Youth Advisory Committee of the PEI Office of the Child and Youth Advocate, and the Child and Youth Advocate, to make public reference to consultation engagement with the youth membership, including and not limited to any reference in the media, speeches, web content, press releases, any public forum, etc.
